Wanting to add lights and side markers + wiring to a small utility trailer that has never had any, so I can try to get inspected by MSHP. Trailer is only 4 wide x 8 long. The shortest wiring package I see is your TL5RK ..... Is there a more appropriated lighting package available ? Thank you.

Welcome back Jack! The Submersible, Under 80" Trailer Light Kit with 25' Wiring Harness item # TL5RK would be the best option to add the MSHP legally required tail, maker, turn, and license plate lights to your trailer.
The Trailer Light Kit item # TL5RK comes with a 25' long wiring harness and a 4-way connector that'll plug directly into your tow vehicle. The extra lengths of wire can easily be trimmed away once you've ran the harness from the tongue to the rear lights.
The Trailer Light Kit item # TL5RK also includes a license plate bracket that should be mounted on the driver's side of your trailer. The driver's side rear tail light for this kit has a light on the bottom to illuminate the plate.

I am using this to refurbish an old 20' boat trailer (16' boat). As noted, just cut off the excess wire. If you don't have experience doing trailer wiring, I am sure there are YouTube videos, or I can send you something I wrote up.

I used this kit to replace existing lights on a 6X10 utility trailer. It worked fine and the excess wire gets trimmed away.
