Hey John!
For your 2007 Ford E-350, since it does not have the factory trailer wiring, the Curt T-Connector Vehicle Wiring Harness # C56020 is the way to go. It plugs directly into the van's existing tail light wiring, so there's no cutting or splicing required, and it will give you a 4-way flat connector for towing a trailer without electric brakes.
If your trailer has electric brakes and a 7-way connector, you'll still start with the # C56020, then add the Universal Installation Kit for Trailer Brake Controller # ETBC7. That kit will give you the 7-way connection and the wiring needed for a brake controller. For the controller itself, I really like the Redarc Tow-Pro Liberty # RED52VR because the only part you see in the cab is the small control knob.
What kind of trailer are you planning to tow, and does it have a 4-way or 7-way connector?
