Yes, the Active Controls ActiveStart Plug-In Soft Start part # AS44FR is designed for exactly that kind of situation. It comes with a 15 amp to 30 amp dogbone adapter and a bonding plug, so you can plug your 30 amp RV into a standard household outlet and run your air conditioner to cool the trailer while it's parked at home. The soft start reduces the large startup surge from the air conditioner compressor, making it much less likely to trip a household breaker.
There are just a couple of things to keep in mind. You'll want to use a heavy-duty extension cord if you need one, preferably 10 or 12 gauge, to minimize voltage drop. It's also a good idea to avoid running other high-draw appliances like the microwave or electric water heater while the air conditioner is running, since a typical household circuit is only rated for 15 or 20 amps.
