Troubleshooting Power Distribution Panel Issue

I just bought a new TT with a Progressive Dynamics Power Centers like the PD4135 and am having problems. When connected to shore power everything works like it should, when connected to my tow vehicle all 12 volts work as it should, BUT when running off batteries and 12.7 volts going to the converter, nothing works. Is there a secret relay somewhere. Also it does charge the batteries when on shore power.

Many travel trailers have a battery disconnect relay somewhere between the battery and the DC fuse panel. When plugged into shore power, the converter can still power the 12V circuits, hiding the problem with it.

Look for:

A battery disconnect switch near the entry door or pass-through storage.
A large latching relay/solenoid near the battery or behind the power center.
A tripped manual-reset breaker in the battery positive cable.
