Hi Neal, you’re really close, you picked out what you need. The only change I’d recommend is the mounting panel for the control knob. You’ll want to go with part # RED48FR, since that one is a better fit for your Highlander and will give you a cleaner, more factory-style look once it’s installed.
The Redarc Tow-Pro Liberty part # RED52VR paired with the part # ETBC7 kit is the right way to go to convert your 4-way to a 7-way and get true, smooth trailer braking on your 2019 Highlander, so you won’t have to worry about that pushing feeling behind you.
The part # ETBC7 is the key piece to convert the 4-way but it does involve running power from the battery to the back of the vehicle and tying into your brake signal up front, so there is some wiring and splicing involved. Most people can tackle it with basic tools and a bit of time, but it’s also very common to have a local shop handle it if you’d rather not deal with the wiring. If you do have a Hybrid model, just make sure the ignition is off or the battery is disconnected before working with the brake light switch so you don’t trigger a warning code.
Once everything is set up, this combination really shines in how it delivers consistent, controlled braking that matches your vehicle, which makes a big difference in how stable and confident the whole setup feels when towing. If you’d like, I can also help you find a reputable installer near you if you want to go that route. I just need your zip code.
What kind of trailer are you pulling, and are you looking for more light-duty towing or something a bit heavier where braking performance really matters?

I used the Universal wiring harness installation kit on my 2014 Highlander, but then opted for the Bluetooth Curt Echo (and my smartphone) in lieu of a hard-wired controller: https://www.etrailer.com/Trailer-Brake-Controller/CURT/C51180.html.

I installed the universal wiring kit in a 2023 Highlander and it works great. I would recommend soldering all connections, crimp connections come loose with vibration and corrosion. I had a backfeed problem that caused the trailer connection to overheat. No problems with everything soldered.

This staff is very helpful and knowledgeable about their products. I also would like to say they recommend what is needed but never in a pushy high-pressure sales way. I have told people about this company and i will only buy from them.
