If I have to back the D-ring off up to one turn to get the angle right for tying down a load, does that change the weight rating?

No, backing the D-ring part # DR1S wont affect it's weight capacity. You would just want to make sure to tighten it down when you don't use it so that you don't keep unthreading it.
