Hi Christopher!

The Curt Welded Weight Distribution Shank 7" - 10 Hole Adjustment # C17123 can absolutely be used in the rise position. It will have a maximum rise of 12-3/4" with a round bar system and 11-1/2" with a trunnion bar system (see included image). The 15,000 pound towing and 1,500 pound tongue weight capacities are not affected by using it in this fashion either.

This also uses the pretty standard 1-1/4" hole spacing and can be used with most other branded weight distribution systems. Not all, but most. Never hurts to double check and measure what you have currently. : )

What kind of trailer do you have and what are you towing it with?
