If you are using a brake controller then the likely cause is that the brake controller red wire is not in the right place in the harness used to plug into the truck. I have included a picture that shows where all the wires needed to be for you.
If you do not have a brake controller then the likely issue is a short of some kind in the trailer connector either on the truck or the trailer. You will need to make sure that both are clean and free of corrosion inside and out. You will also want to check the wiring as much as you are able to check for any breaks in the wiring.
