Hello Russell, thanks for reaching out. Does your axle have a brake flange? If so, it is possible to add brakes to add brakes, but the problem you would run into is the brake drums for a 2,000 lb axle would not be compatible with 8" wheels. You would need to upgrade to at least a 10" wheel for them to be compatible.

Upgrading the wheels might be possible, but the main thing to consider there is your fender clearance. Ideally you want at least 3" between the tire and the fender, and at least 1" between the inside of the tire and the frame of the trailer. Depending on the current clearance you would likely at least need to relocate the fenders So, no matter how you slice it, you are looking at doing some modifications to get brakes added.

You would also need a brake controller like the Tekonsha P3 # 90195 in you tow vehicle.
