Hey Leslie,
You can definitely convert that trailer to electric drum brakes with 2 major components, a brake controller and electric over hydraulic actuator. I recommend the Hydrastar # HBA-10 for electric drum brakes as a replacement. The brake controller is dependent on your tow vehicle, without knowing that I don't know which specific plug in adapter that will work for you. I do recommend the Tekonsha Prodigy P3, # 90195, for almost all vehicles. It will come down to what vehicle you are using to tow.
Most likely the trailer has an actuating coupler so you will want to lock out that coupler, or replace the whole thing with a standard coupler. You'll want to run the brake line that was going to the coupler into that Hydrastar actuator. A breakaway kit like # 20400 will be needed as well.
What vehicle are you towing the trailer with?

Hey Leslie, how did the conversion to electric brakes on your Penske car hauler turn out? Were the Hydrastar actuator and Prodigy P3 controller a good match for your setup? Your update could make it easier for others planning the same upgrade.
