i have a 7k akle trailer and i need brake shoes. my question is the dexter 23-464-465 and the etrailer brand ETBRK207A are they the same brakes?

No, they are not but they are the same size, same capacity, and both fit a 5 bolt mounting flange. The Dexter Nev-R-Adjust Electric Trailer Brakes item # 23-464-465 have a thicker and more durable brake padding material than the etrailer Electric Trailer Brakes - Self-Adjusting - 12" - Left/Right Hand - 5.2K to 7K item # AKEBRK-7-SA.
In order to find replacement brake shoes for your brakes I would need part numbers off of your current brake assemblies.
Please note that the Electric Trailer Brakes item # ETBRK207A you were looking at are a 10 pack. For a single set of these brake assemblies you'll want item # AKEBRK-7-SA.
