Hey Peter,
Although thread lock is not necessary to install the hitch, # e98838, it is always recommended. Its especially recommended on applications where the bolts are exposed to repeated vibrations/road impacts like a trailer hitch. All it is going to do is really secure those bolts in and keep them from coming loose after frequent towing.
I recommend # LT37420, Loctite, we use it on all of our hitch installations at our facility. Are you looking to tow with your hitch or use something like a bike rack more often?
