Hey Scott, thanks for reaching out!
The Hayes Air Actuated Trailer Brake Controller HA100400C is the only one I've ever known of to work with tow vehicle air brakes and electric trailer brakes. There might be another option out on the market, but I unfortunately have never heard of them.
An alternative solution would be to use a standard electric brake controller, like the Redarc Tow-Pro Liberty # RED52VR, and then route your own wiring to match up with the universal pigtail functions (see below). Since you'll need to install a new trailer plug on your tow vehicle, I recommend picking up the Tekonsha # 119147KIT and Universal Kit # ETBC7 to get what you're needing.
