Hey Charles yes, you can use the Patriot Hitches Drop Hitch Stacked Receivers for 2" Hitches # PH43NR to tow a trailer and haul a bike rack.
As long as the bike rack and trailer's tongue weight does not exceed 2,000 lbs, I don't see anything wrong with it.
