Hello Robert, thanks for reaching out. We do offer a repair kit for the Roadmaster Sterling tow bar, the Complete Repair Kit for Roadmaster Nighthawk, Sterling, and Sterling All-Terrain Tow Bars # RM-910003-30. This includes new shoulder bolts, nuts, and new acetyl washers for the stinger and yolk assembly. I have included the instruction manual for the repair kit below for your reference.
If you are wanting to replace the whole stinger (I believe this is what you mean by "swivel portion"), the replacement shank # 910019-40 is what you will need.
If there is another piece you are needing just let me know in the comments below and I am happy to look into it.

Hey Robert, how did the repair go with your Sterling tow bar using the rebuild kit? It’d be great to hear if the new hardware tightened up the swivel area. Your update could make it easier for others maintaining older Sterling models.
