Robert, it looks like you can use the Lippert Spare Tire Winch with Offset Cable # LC159056 with the Replacement Crank Extension for Lippert Spare Tire Winch Assemblies # LC1315411, with the Replacement Crank Handle for Lippert Manual Scissor Jack # LC285324, and the Cotter Pin # 165649.
This winch has a 150 lb capacity, a 46" long cable, and can be used with RVs and trailers.

Hey Robert, how did the Lippert spare tire winch setup work out on your Dakota? Did the crank handle and extension make it easy to use? Your update could make it easier for the next person with the same truck.
