Trouble Getting Bolts to Right Torque Spec when Installing Trailer Hitch on 2014 VW Passat

Question:
I just installed Drawtite model 24880 on my 2014 Passat. As Im torquing the bolts into the bolt plates on the bumper beam, Im concerned that 75 ft lbs. is too much torque. As I tighten the bolts, they are taking longer than expected to get to 75 ft lbs. and after several turns already, they dont seem to be getting closer to the 75 ft lbs. as I would expect them. On a side note, the two carriage bolts in the spare time compartment tightened down really fast to 75 ft lbs. What are your thoughts on the 75 ft lbs? Could it be safe to lower the setting on my torque wrench? Im not sure how strong it is and how well it can resist the compression of the bolt plates and hitch.

The likely issue is that when you tighten one bolt down around the bumper beam on the 2014 VW Passat, it loosens up the other side. As time-consuming as it sounds you will need to basically go back and forth tightening each bolt a little at a time instead of doing one all the way before doing the other.
It is important to get the bolts torqued properly. Any less than what is specified in the instructions could result in loss of hitch. Too much and it could damage the vehicle.
Something that might held, if there is space, is a C-clamp to basically hold the top plate that fits on top of the bumper beam in place while making the final tightening turns with the torque wrench.
