Will this fit a 2004 Dodge ram 3500 dually and camper is 3000 lbs dry

There are some exclusions for the Brophy camper tie downs # HSAB:

Some dually trucks and most mid-size or import pickup trucks
Pickups with drop-in bed liners, plastic bed rails, side-step beds, and double-wall beds
2003 Dodge 3/4-ton and 1/2-ton 1500 extra cab 4-door 2WD short box
2002 Dodge 1500 4-door short box
2002 Dodge 1500 quad cab
2004-2008 Ford F-150

But the list does not exclude your 2004 Dodge Ram 3500 dually. If the dually bed is not completely metal or if the walls are double-walled then they will not fit. If you determine that this kit will work for you then I also recommend hardware package # TDHP.
