Is it possible for this hitch to be fitted to a 2012 VW Jetta GLI? I am looking for a 2” receiver to use my bike rack, but have only come up with 1-1/4”.

Anything's possible with the right amount of know-how, but as it stands the EcoHitch Hidden Trailer Hitch Receiver # 306-X7311 is not going to work.
Instead, the Curt Trailer Hitch Receiver # C11474 paired with the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver # HTAD will get you where you want to be. This'll turn your 1 1/4" receiver into a 2" receiver so you can use your bike rack.
