Tire and wheel combos we carry, like the Kenda 4.80/4.00-8 Bias Trailer Tire with 8" Galvanized Wheel # AM30070 you're asking about, don't come balanced since trailer tires don't need to be balanced.
If you'd like for them to be balanced you can either use the Counteract Tire Balancing Beads for Tandem Axle Trailers # CA68VR or you can have a shop balance the tires for you.
