When plugging to the vehicle it has power is but when using the bottoms it’s seem like it is shorting out.

It sounds like you have an issue with the buttons since your jack is getting power but when you use the buttons is when you hear the shorting sound.
I recommend popping out the original buttons and inspect the connections to make sure they're secured correctly and there is no exposed wires.
If you come to the conclusion that you need to replace the buttons, then you can use the Replacement Light Switch for Electric Trailer Jack with Footplate # EJ-3520-LSW for the light switch and # EJ-3520-PSW for the power switch.
