Do you have a ground clearance measurement for C1147 installed on a 2015 - 4 door hardtop mini cooper base with spare tire?

The Curt trailer hitch # C11417 is actually NOT a fit for a 2015 Mini with a spare tire. Instead you would need the EcoHitch # 306-X7290 which does fit a Mini with a spare tire.

While we have not test fit this hitch I did add a photo from the installation instructions that show how the hitch will look when installed. As you can see the hitch sits directly on the bottom of the bumper so you should be able to use that as a reference so you can find the clearance on that hitch.
