Can I tilt this rack down to make loading and unloading easier?

The Yakima HangTight Bike Rack for 4 Bikes # Y59GR should only be tilted away when the rack is unloaded as the weight could be too much for rack to handle, or even too much for tilting the rack back to an upright position safely.

If your main concern is ease of use with loading then I recommend the Hollywood Racks Sport Rider SE # HR1400Z which is a platform style rack. This will stick out further than the HangTight, but you won't have to lift the bikes nearly as high so it will be easier to get your bikes loaded and secured to the rack.
