The Tekonsha Plug-In Wiring Adapter for Electric Brake Controllers # 3064-P is the correct plug in harness for your Prodigy P2 in your 2021 Chevrolet Silverado 1500.
As far as it being too short, It absolutely should not be an you saying that makes me think you might be looking at the wrong thing. You should find your harness located underneath the dash, to the left of the steering column, taped to another harness near the emergency brake pedal.
The adapter is plenty long for where it needs to go, so if it's too short you're either looking at the wrong thing or your brake controller is too far away.
