Both our Curt Trailer Hitch Receivers # C99FR & # C45CR for your 2023 Toyota Highlander are made in the USA. The # C45CR has an exposed cross tube and the strength to allow for use with a weight distribution hitch. The # C99FR has a hidden cross tube and the design prevents the use of a weight distribution hitch but is a better looking receiver if you only need to use for carrying hitch mounted accessories or towing small utility trailers. Typically a weight distribution hitch is only going to be used on very heavy trailers where you are hauling a trailer close to the maximum towing capability for your vehicle or with travel trailers that have large profiles making sway control a requirement.
