I have a 2021 Subaru Ascent. Can the Redarc Tow-Pro Liberty Brake Controller be wired with only a 7-way harness? And if not, can you explain why the 4-way is also needed? Thank you.

Yes, it can. To add a 7-Way to your 2021 Subaru Ascent you will need the Tekonsha OEM Replacement Vehicle Wiring Harness item # 118290. This will provide you a 7-way connector and all the wiring and hardware you will need to install it and connect the Redarc Tow-Pro Liberty Brake Controller item # RED24FR.
There are a couple of options to connect the Tow-Pro Liberty to your Subaru which one you need will be determined by whether or not you have the factory tow package. The tow package will have a port located underneath the dash and to the left of the steering column. There is a 4-pin harness there that is taped right to another harness. I have added a photo from the instructions which shows this.
With Factory Tow Package - Tekonsha Plug-In Wiring Adapter item # 3062-P and Redarc Tow-Pro Wiring Adapter for Tekonsha Brake Controller Harness item # 331-TPH-017
Without Factory Tow Package - Universal Wiring Harness for Redarc Tow-Pro Trailer Brake Controllers item # RED69FR
