Can you please confirm that to replace this I need to order the inner plate, outer plate, l-shaped plate, and one bolt not the entire hardware set? Thanks.

It sounds like you're just looking to replace your sway control brackets like the Replacement Sway-Control Bracket for Equal-i-zer Weight Distribution # EQ95-01-5540 which would come with all of that plus the hardware you need as well.
This kit works with all Equal-i-Zer systems rated for up to 4K GTW, so If you have something different let me know.
