Question:
I have a 2006 Ford Explorer XLT 4.6LV8 with the Class III/IV towing package. Looking to tow a trailer with brakes on tandem axles. Do I need a separate brake controller for this vehicle, or does the towing package have a built-in brake controller?

According to my research the Class III/IV Towing Package on your 2006 Ford Explorer is just the trailer hitch receiver and a 4-Way/7-Way wiring connector, so you will need to add an aftermarket brake controller to safely tow heavier trailers with brakes.
To do this I recommend picking up the Tekonsha Prodigy P2 # 90885 and then connecting this to your Explorer with the Wiring Adapter # C51322 which is normally designed for Curt brake controllers but if you cut off the end that goes to the Curt controller you can splice that in to the pigtail that comes with the P2. The wiring adapter will then plug into your vehicle under the driver's side dash.
