I have a Winn mini but does not have a bumper. It has a 4in frame. Will this hitch fit? It looks to me that it would.

I have a hitch option for you, but no, the etrailer # e98859 will not work for your 2018 Winnebago Minnie Drop as it was designed for select Jeep Wrangler's as they have a much different frame.
For your Minnie you'll need to go with the Curt # 13703 which fits any trailer with a frame width between 22-72" which should be perfect for your trailer, but you can measure your frame width to be sure.
This hitch will require you to either drill holes to bolt it on, or have it welded on by a qualified welder.
