2009 Toyota Highlander Hitch 75726. Does this hitch have the following? 1. Is 75726 capable of being used with weight distribution hitch set up? 2. Does this hitch have attachment bracket for 7 pin plug bracket?

The Draw-Tite Max-E-Loader Trailer Hitch Receiver part # 75726 which is a fit for a 2009 Toyota Highlander can be used with a weight distribution system and does have a bracket for securing a trailer connector. That said, you still need a second bracket to attach to this based on if you have a 4 or 7-way trailer connector. If you have the latter then you'd need the Hopkins Universal Mounting Bracket for 7-Way part # HM48625.
