Pace Edwards Contractor Racks, like the # 311-CR4005 you were looking at, are only compatible with Pace Edwards branded tonneau covers with t-slot or explorer series rails. For a 2013 Ram 1500 short bed I have the following options, depending on bed length:

For a 5-1/2' bed you'll need the Pace Edwards JackRabbit Retractable Hard Tonneau Cover w Explorer Rails # 311-JED77A01 along with the Pace Edwards Contractor Rig Rack Truck Bed Ladder Rack # 311-CR3004.

For a 6-1/2' bed you'll need the Pace Edwards JackRabbit Retractable Hard Tonneau Cover w Explorer Rails # 311-JED7833. If you have a standard cab then you'll need the Pace Edwards Contractor Rig Rack Truck Bed Ladder Rack # 311-CR3005. For an extended cab you would use part # 311-CR4005.

If you'd prefer to keep your current tonneau cover then you would need to use one that mounts in the stake pockets of your bedrails like the Thule TracRac SR Sliding Truck Bed Ladder Rack w/ Cantilever # TH43003XT-784EX for a 5-1/2' bed or part # TH43003XT-501EX for a 6-1/2' bed.
