Why is this tire not recommended for wet roads? Icy I understand, but wet?

The note that says that the Kenda Karrier ST205/75R15 Radial Trailer Tire with 15" Black Mod Wheel # AM32424 shouldn't be used on wet or icy roads is a little misplaced. This is related to the painted steel wheel that it has and its slightly increased vulnerability to rust due to the salt and moisture.
