Need to replace an old hub and brakes . The is a round 10,000 or 12,000 lbs. hub , brake drum with a logo stamped in it hb 8 studs Hub 030199 embossed on it. 12 1/4 drum

It sounds like you have 10K axles, in which you can use the Dexter Electric Trailer Brake Assembly - Self-Adjusting # 23-439 for the right hand side, and # 23-438 for the left hand side.
For brake drums / hub assembly you can use the Dexter Trailer Brake Drum for 10,000-lb Axles # 9-27-1 with the Dexter Trailer Idler Hub Assembly for 10,000-lb Axles # 8-214-5UC1.
