Why is Trimming Required for Underbody Panel on etrailer Hitch on 2023 Toyota Highlander

Why was it necessary to cut the plastic light/panel box after the hitch was screwed on?

In regards to the etrailer Trailer Hitch Receiver part # e75ZR for a 2023 Toyota Highlander, you must trim the underbody panel per the manufacturer. The hitch will come into contact with the panel if not trimmed. The panel however does not need to be reinstalled so if you don't want to trim it you can just simply leave it off the vehicle.
