How Does the Rear Hanger Get Welded to the Trailer Frame

So i read on etrailer, the answer to a question that I had about the mounting orientation of the rear shackle of the APS1 kit... The picture included with the write-up clearly shows that the flat side mounts to the trailer frame, so I tacked mine into place as the picture showed it. Then I noticed that the rear shackle mount has TOPinch stamped into it, suggesting that the U shape gets welded to the frame. Are you all 100 sure that the rear shackle mounts with the flat side to the frame? Why would the manufacturer stamp top into the side that is not really the top of the shackle? I just want to double check before I weld it in...

On the Redline Rear Hanger, part # 30-20, which is the rear hanger included with kit # APS1, it is welded to the trailer with the side marked top, facing the outside of the trailer with the word top showing. So the U-shape part is what gets welded to the frame, on the flat part.
I included a picture of the hangar that shows the top marking and how it is positioned on the trailer.
