How is the 30-20 Hanger Designed For Mounting On Its Side and Not Facing Down

WHATS THE PURPOSE OF WELDING THIS ON THE SIDE NOW INSTEAD THE WAY IT USE TO BE WELDED WITH THE OPENING FACING DOWN?

The hanger part # 30-20 is an unusual hanger in that it is recommended you attach the side of it to the trailer frame unlike most that use the other side and face "down". It is also unusual in that it has a bushing that comes with it and that the straps also attach to the outside of it.
If you look at the hole of the hanger you can see that it isn't centered from top to bottom. Hangers that normally install facing down have the mounting hole centered there. I attached a picture that shows this as well.
