The Roadmaster Tail Light Wiring Kit for Towed Vehicles # RM-152-LED requires a 1" hole to install the bulbs into the tail light housing. It does look like you're limited on spacing inside your housing and when I reached out to my contact at Roadmaster he confirmed that we need to go with a different tail light kit for your setup.
I recommend the Universal Hy-Power Diode Wiring Kit # RM-154 if the brake and turn signal are combined on your 1999 Jeep Cherokee Sport, or the Universal Wiring Kit for Towed Vehicles with Separate Lighting # 154-792-118158 if your Jeep has an amber turn signal.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
