9/16-Inch Step Shackle Bolt w/7/16 threads. What is the recommended Torque?

A 9/16" shackle bolt like the Step Wet Bolt for 1-3/4" Double Eye Springs # 34007-187-00 actually does not have a recommended torque because tightening the shackle bolts too much will crush the shackle straps up against the leaf springs, and the entire suspension system will bind.

Instead, the best thing to do when tightening down shackle bolts is to use lock nuts and tighten them until they are snug and then back it off 1/4 turn.
