What are the Dimensions of Replacement Trailer Hub Wheel Studs # RG03-080

Question:
The part diagram shows a base length D of 1.38, but the picture of the wheel stud shows the base length the same as the spline length. In other words, do the threads go all the way to the spline, or is there an unthreaded space in between?

The pictures for wheel stud set # RG03-080 are more of a typical photo. The actual design is the same as # 165995. I pulled a set from the warehouse to be sure and they are indeed like # 165995.
