Why are there two holes in the shank as well as two holes in the receiver closest to the shank?

There are two hitch pin holes on the shank of the Gen-Y Adjustable 2-Ball Mount part # 325-GH-524 to allow for compatibility with different receivers. Trucks typically use the one closest to the vertical portion and SUVs typically use the one furthest from the vertical portion. If both work for you, use the one closest to the vertical portion of the ball mount as this will place more of the shank inside the receiver offering more support.
The two hitch pin holes on the first stacked receiver are for use with bike racks and hitch mounted accessories which typically require a more shallow hitch pin depth.
