Why Does Draw Tite Hitch Have Two Pin Holes

Question:

Hello- i have a draw tite class 3 hitch2, w/ 2 hitch pin hole options, one 5/8inch and one 1/2. My allen sports S545 bike rack has 1/2inch holes. Allen sports states that the rack requires a class 3 hitch like mine, so i am perplexed as to why it has 1/2inch holes. My understanding is 1/2inch is for class 1 or 2. So should i link the hitch and rack w/ a 1/2inch pin, and would that be secure? Any insight you have would be appreciated. Thank you,

Draw Tite has two holes on the opening. One is for the hitch pin and the other is for their J-hook style anti-rattle device part # 63201 which wraps around and grabs the hitch by the second hole. This hole is not for use with a bike rack.
