Can you explain why most bike racks are not able to be flat towed

This is a really great question. So when a vehicle is being flat towed it has a tendency to steer ever so slightly to the left and to the right as the steering wheel is unlocked and is getting pulled by the front of the vehicle. This may not seem like a big deal but it ends up putting additional stress on the rack and can cause it to fail. The Hollywood Racks SE part # HLY74FR that you referenced is not reinforced for this additional stress but Hollywood Racks does have a similar rack that is rated for this application with the RV Rider part # HLY64FR.
