Recommended Bike Rack for Two Heavy Bikes Rated For Use Behind Towed Vehicle

Question:

Hi, I’m looking for a rack that can handle the weight of these two bikes amost 65 lbs, each, fits into a 2” trailer receiver, is tiltable, and is safe on a towed vehicle ex: Hollywood racks are not. What can you recommend as to my choices? Thank you,
