Thinking of getting a platform hitch bike rack for my wifes 2021 CR-V. Need to know how much any of your bike racks would block the backup camera when in the upinch position, when no bicycles are on the rack?

Based on what I could find online it looks like the rear view camera on your 2021 Honda CR-V is located just above the license plate. The best bike rack when it comes to visibility of your backup camera is going to be the Kuat Transfer V2 item # KU84FR. This has a u-shaped goal post type design. It does not have a center crossbar that goes directly in front of your camera like the item # S64670 you were looking at. It also tilts away for when you want full access to your trunk.
