For using the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches # HLY84FR with a step-thru bike frame, you need to use a bike frame adapter bar like the Swagman Deluxe Bike Frame Adapter Bar # 64005. This will provide your step-thru frame will a straight, horizontal plane to attach to the ratcheting hooks of the rack.
I went ahead and attached a video that shows how the adapter bar works.
