For your 2017 Chevy Bolt you'll need to switch over to the Yakima roof rack system as Thule doesn't have a fit kit for your vehicle. I really like the Yakima JetStream crossbars since they have the aero-style design and a rubber strip in the top channel that you don't have to trim to install track-mount accessories. For your application you'll need the following parts:
50" JetStream Crossbars - # Y00425
BaseLine Towers - # Y28TR
BaseClips - # Y06123 and # Y06181
Lock Core Kit - # Y07204 (optional)
Yakima is on par with Thule when it comes to quality so you will still be getting a high-end roof rack with this setup.
