I was able to locate the 4-Leaf Slipper Spring w/ Radius End for 2,000-lb Trailer Axles # SP-179275. While these do have an extra leaf they are very close to the 25" long that you are looking for at 24-5/8". The difference in length may be due sag in the spring from weight or age. Be sure to replace both leaf springs at the same time on your axle.
Currently we do not have springs in this size that are rated for 3,500lb axles. I do recommend checking with your trailer manufacturer that the frame is capable of handling more than 2,000lbs as just making an axle and suspension change will not always be safe to increase the trailer capacity. It they approve of the additional capacity you should look at the Timbren Axle-Less Trailer Suspension System Idler # A35RS545 or Electric Brake # A35RS545E. The electric brakes will provide less wear and tear on your tow vehicle while may also be required by law, be sure to check the state laws for trailer brakes and weights where you live and plan to operate the trailer. The Timbren system uses a progressive spring which will provide a better ride for your trailer cargo.
