It is a standard 4 bolt 3500lb flange. What stainless disc brake EOH do you suggest?

Henschen has been out of business for quite some time now but their 3,500 lb axles did use standard bearings/hubs for that capacity so you can use a hub like the part # 84656UC3-EZ which does have the 6 lug bolt pattern you are needing. Then for electric brake assemblies the part # 23-468-469 would be all that you'd need.
This would be much easier than trying to convert to electric over hydraulic.
