I spoke with a representative from Resse Products. I was informed that Reese has not had an underbed mounting option for the Chevrolet Silverado 2019. You can use the Reese Quick-Install Custom Outboard Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches, part # RP84FR, but it is an above the rail option. This is a universal mounting kit that will be compatible with your Reese Elite 5th wheel hitch.
