Is there a hitch with the same mounting dimensions as the 13028 except with 71/2inch ?

It looks like you have a 1976 Chevrolet C/K Series Pickup and need a trailer hitch with drop receiver to clear something such as a deep drop bumper. If that is the case then the Curt 3-Piece Trailer Hitch Receiver part # C15511 might be a good option for you as it's designed for this frame and it has an 8" receiver drop which is measured from the top of the flange or bottom of the frame to the top of the receiver, see photo below.
